JBCE's Environment & Energy Committee contributed to the call for evidence for Environmental Omnibus call for evidence

On 7 May 2026, JBCE submitted its response to the European Commission’s call for evidence on the Environmental Omnibus.
JBCE considers that there remains substantial scope for further simplification. This review therefore represents an important opportunity for the European Commission to address persisting complexities, overlaps, and alignment gaps across related EU legislation. Against this background, JBCE would like to draw the European Commission’s attention to the following points:
Key messages
- JBCE recommends phasing out the SCIP database given its limited effectiveness and significant impact on business operations.
- The application date of Article 11 under the Batteries Regulation should be reconsidered in light of the time needed to carry out conformity assessments and to ensure legal certainty.
- SVHC labelling under the Batteries Regulation should follow the REACH framework, limiting disclosure to SVHCs above 0.1% w/w and avoiding any extension of CLP concepts to articles.
- The application date of Article 13(6) under the Batteries Regulation on Information Provision via QR Codes should be postponed.
- Early clarification of WSR audit requirements and streamlined, non‑duplicative audit procedures are essential to avoid delays and ensure efficient implementation.
