JBCE Position Paper on the Proposals for a Directive and a Regulation on the Digitalisation and Alignment of Common Specifications

On 3 September 2025, JBCE published a position paper on the proposals for Directive and a Regulation on the digitalisation and alignment of common specifications under the Omnibus IV package.

JBCE believes that for the proposal to truly align with the digital age and global practices, they should:

• Embrace the principles of ‘digital-first’ more boldly.
• Remove outdated physical / paper requirements.
• Harmonise requirements across NLF vertical legislation.
• Avoid creating new trade barriers, considering common specifications as an auxiliary
  interim instrument prioritising international standards.
