JBCE Position Paper on the Proposed ‘Diversify EU’ Instrument
On 27 October 2026, JBCE submitted its position paper on the proposed ‘Diversify EU’ instrument in response to the European Commission’s call for evidence.
While welcoming the proposed ‘Diversify EU’ instrument and its objective of strengthening the resilience of EU supply chains, JBCE calls on the European Commission to develop a practical and effective framework that reflects the realities of global supply chains. Prioritisation should be based on a transparent and regularly updated assessment of critical dependencies and bottlenecks across the full value chain, rather than on an overly broad or static list of priority products. The instrument should take into account the actual time, cost and operational complexity required to make an alternative source commercially viable, and the additional cost associated with resilience should not be borne solely by individual companies: JBCE calls for combining targeted financial aid with practical non-financial support, and for prioritising incentives over rigid sourcing mandates.
JBCE also calls for reusing information already collected under existing EU legislation before introducing new reporting obligations, for public-private information sharing that is reciprocal and protected by strong confidentiality safeguards, and for strengthened cooperation with trusted partners, as effective diversification should not be equated with EU-only sourcing.
JBCE remains committed to contributing to a practical and effective ‘Diversify EU’ instrument.
